Barratt want to build 500 houses on land near Old Sarum, but delays in Wiltshire Council mean that they've taken the plans to appeal. The application was submitted in December 2009 and Barratt say they're 'disappointed' that they haven't been able to get the council to progress the scheme. The decision will now be made by a government planning inspector.
The developers are also proposing a 126-acre country park including allotments, a 'community orchard', and children's play areas. Land would be made available for an infants school though the developers won't fund its construction. 40% of the homes would be 'affordable', and the developers have made an effort to merge these in with the rest of the development, rather than having a separate ghetto as sometimes happens.
The developers claim that they had a full consultation programme this time last year and that the plans are in accordance with the South Wiltshire Core Strategy document which is currently with the government waiting its approval.
A WC planning committee meeting on February 16th will consider what the council's decision would have been had the appeal against non-determination not been made. The planners say that although the application was now acceptable in principle, the fact that the developers had not clarified the legal agreements to secure the community benefits means it would have been recommended for refusal.
