Any West Wiltshire resident wishing to complain about a high hedge will have to pay more for the council to investigate the problem - fees have been 'harmonised' by the new council to a level of £350.
When the Labour Government included legislation on high hedges in the Anti-Social Behaviour Act 2003 it required councils to deal with the problem but didn't provide any money, so the costs have to be borne by the complainant.
If you do have a problem with a neighbour's hedge and you ask the council to invoke the legislation then the council can issue a notice requiring the hedge owner to remedy the problem. If they fail to comply they can be prosecuted, or the council can do the work and send them the bill.
However people are encouraged where possible to resolve the problem directly with the neighbour rather than going to the trouble and expense of invoking the weight of the law.
